Risk analyses of UNESCO’s Strategic Goals for 2014-2021

ABSTRACT:The article contains brief description of the present scientific approach currently used to achieve the strategic goals of UNESCO according to the Medium-Term Strategy for 2014-2021(document 37 C/4). The article describes the boundaries of implemented methodological principles. It gives solid explanation why usage of solely monodisciplinary, interdisciplinary and multidisciplinary scientific approach does not lead to solution of the UNESCO’s goals.

Transdisciplinary picture of the complex multifactor problem that UNESCO tries to resolve represents as one single object. Reservation of oneness of such an object is supported by one universal order that regulates functions of the whole object and its natural elements. According to the transdisciplinary picture of the world, ecological, social and economical components play the role of natural elements of complex multifactor problem. Therefore, it is reasonable to implement special transdisciplinary models, which reveal the universal order to research the described problem. Such models lead to systematization of quantitative and qualitative characteristics of ecological, social and economical components. In conclusion, the author suggests usage of potential of transdisciplinary technologies in UNESCO’s strategies and activities. These technologies have been developed in national schools of transdisciplinarity and non-governmental organizations, NPO, primarily focused on development and implementation of scientific approaches in natural and social sciences and may significantly increase effectiveness of UNESCO’s activities and illuminate risks in achievement of strategic goals.
